[itu-sg16] Q2 and Q12 face-to-face meeting cancelled for March

Folks, After consulting with a number of experts and the SG16 management, I have decided to cancel the planned face-to-face Rapporteur meetings for Questions 2 and 12 that were planned for March in Shanghai. Meetings of other Questions in WP2/16 will continue as planned. For Q2 (H.323), it was simply felt that there were not going to be enough contributions to justify the meeting. This is quite understandable, since we just completed work on new and revised Recommendations, including H.323v7, H.225.0v7, and H.245v15. Items we had on the agenda will be carried over to the next SG16 meeting. For Q12 (H.325/AMS), the situation is quite different. There is continued activity, but we have found electronic meetings to work rather well. As such, there is less of a need for a face-to-face meeting to progress the work. Of course, we will hold Q12 meetings face-to-face in Geneva at the next SG16 meeting. [itu-sg16] Facility-based call transfer in H.323

Folks, For years - perhaps since the first release of H.323 - many vendors have supported a means of doing a simple call transfer by sending a Facility message. The problem is that, while it's extremely trivial to implement, some devices didn't because it was not officially supported in H.323. Cisco took a proposal to the ITU years ago (D.345 from February 2000) proposing that we standardize it by adding it to H.323v4 officially. Unfortunately, it was rejected in favor of keeping a single mechanism for doing call transfer: H.450.2. However, it was not immediately dismissed: there were at least some who felt that it might be useful, but rather than introducing a new "callTransfer" reason, re-used "callForwarded" as is commonly (though not universally) implemented. Ultimately, though, the proposal went nowhere. The issue has not gone away, though, and it's now 2009. I believe we still need to introduce this procedure formally to H.323. I would not want to propose changes to the ASN.1, but I would like to legitimize sending Facility with a reason of "callForwarded" in order to perform a call transfer. Some devices may not support it, but that's the way things are today. My hope would be that at least more people would know about it. As an undocumented behavior, we have inconsistency in devices. What is the opinion of others? I'd be glad to submit a formal contribution to the next Q2/16 meeting if there is interest, but I'd like to hear from people both for or against the proposed change. If introduced, it would be an Amendment to H.323v7. To write this contribution, though, we probably need some guidance on what to do when a device does not respond to the Facility message. How do devices behave today? Do they assume the transfer failed if a Release Complete is not received within n seconds? In any case, please give me your opinion. Paul

Dear NID experts, (I am sending this message again because of the trouble of e-mail system) I would like to initiate a discussion on possible web page of NID. The idea was proposed at the last SG16 meeting by Mr. Olivier. In my understanding, the purpose of the web page is to promote our activities on NID. We have two approved Recommendations H.621 and F.771, and two on-going works, H.IRP and H.IDscheme. As we already did through some LSs to outside bodies, the promotion of these achievements and on-going activities is necessary. On the other hand, we are still debating on the technical content of H.IRP and H.IDscheme. This means that we should avoid going too much details about these debate. So, I would like to ask those who are involved in this work for the idea of our web page including the content. FYI, another project in WP2/16, AMS, set up their own web page (http://www.itu.int/ITU-T/studygroups/com16/ams/index.html) This is a good example for our web page. [itu-sg16] H.323/AMS Conference Calls

Experts, As discussed during the ITU-T SG16 meeting, we will start holding regular conference calls to discuss H.325/AMS topics. As with Rapporteur meetings, we will accept contributions and will discuss them as a group. I believe a bi-weekly meeting is a reasonable first step, though we could meet more frequently if there is a topic that needs a lot more discussion. For example, I think we will likely need more time to discuss the information flows presented at this last meeting. Brody and I thought that a good time for the initial meeting would be December 1 (or December 2). What I would propose is that we have a meeting the first a and third Tuesday/Wednesday of each month (day differs based on time zone). Since it is impossible to hold a meeting such that every person in the world who would want to attend can do so during waking hours, I suggest we alternate meeting times so that people from various parts of the world can attend at least once each month. You can see the proposed meeting times on the Packetizer Calendar: http://www.packetizer.com/calendar/ All times are shown in GMT, as per the ITU's electronic meeting guidelines. Hopefully that will make it easier to calculate the time. I will also send a meeting invitation via Outlook to the h325-design list with the same times specified once we have some general agreement. H.323 Developers, One of the documents we are considering for H.323 during the present SG16 meeting is Annex I, which details the use of RFC 5109 within H.323 systems. A contribution came into this meeting proposing that we expand the scope of Annex I to consider the newer FEC Framework, which is probably a good thing to do. However, if we delay the approval of Annex I, I do not want that to negatively impact anyone who has plans to incorporate Annex I into their products. Q2 Experts, The conclusion for the discussion of the AVD-3813 during the last SG16 meeting's was to ask the experts opinion through the mailing list. My apology for the short notice. I hope that we still have time before the next meeting for people to understand the problem and express their opinions. The problem discussed in AVD 3813 is more or less as follows: " H.225.0 gives very little attention to the specification of processing of the H.225.0 Call Signaling messages errors. The only place dedicated to this subject is Clause 7.1 of H.225.0. On the other hand, ITU-T Recommendation Q.931 on which H.225.0 messages are based provides quite detailed information on the same subject. While H.225.0 states that Implementations shall follow ITU-T Rec. Q.931 as specified in H.225.0, there is a lot of confusion surrounding the cases which H.225.0 does not cover and Q.931 does. In addition, ETSI TS 101 804 - 2 defines Conformance Test Specification for ITU-T H.225.0. This test specification apparently based on Q.931 procedures, not on the corresponding H.225.0 ones. More than this, in many cases ETSI TS 101 804 - 2 requests behavior which claims to be based on Q.931, however is not defined neither in Q.931, nor H.225.0. " Apparently "H.323 conformant" not always means "ETSI TS 101 804 - 2 conformant" and I believe we need to find some solution to at least make this particular point clear. I'm going to resubmit AVD-3813. It would be great to be able to get some ideas from the group into the resubmitted document. Thank you, Sasha

Q2 Experts, Please review the text for H.323 Annex I: http://ftp3.itu.int/av-arch/avc-site/2009-2012/0906_Gen/AVD-3752.zip This document did not get sufficient review at the last Rapporteur meeting, but I would nonetheless like to consent this text at the upcoming meeting. Annex I was substantially re-written, but it is relatively short and the focus of the document is not changed: it defines the signaling procedures necessary to implement FEC as defined in IETF RFC 5103, which obsoletes the former FEC method detailed in RFC 2733. Going forward, the intent would be that if we want to document anywhere how H.323 devices ought to behave in order to overcome issues with error-prone channels, we might add additional material to this annex (perhaps even restructuring it if necessary). In any case, I would kindly like to request that you review this document. I will make an effort to re-submit it to this meeting unchanged as it appear here. However, if you have any comments on the text, let me know this week or early next week and I'll try to make revisions and share those with the Experts before I submit the text. Of course, you are definitely welcome to submit a contribution related to this text for review at the meeting. Paul

The group noted the limitations and considerations raised by the contribution. It was noted that, if the solution would involve enhancements to both H.281 and H.224, it would be desirable to consent those recommendations at the same time. Because of the absence of several experts, the proponent himself and not being able to fully discuss this topic, Q1 experts agreed to create an Ad-hoc group (chaired by S. Botzko) to progress this work through electronic correspondence in the interim period. The contributor was asked to submit a contribution to the next meeting of SG16 to allow a continuation of the discussion. Experts interested in participating in this work are encouraged to contact the Rapporteur and/or the AHG Chair. >>> Feedback on these approaches would be appreciated - please reply to this email. At this point I see three possible ways to progress the work: (1) Use the Q1-I08 contribution (June 2009 meeting) as the basis This contribution proposes "channeling" the existing H.281 messages, so that the video channel can be carried in the new messages. Backwards compatibility is provided since the existing messages are still used for the main video channel. Existing H.281 clients would not be able to control the second (or third) channels. (2) Use the C-0399 contribution (April 2008 meeting) as the basis This contribution proposes adding a second H.224 CME client id for the second video channel. Backwards compatibility is provided since the existing client ID is still used for the main video channel. Existing H.281 clients would not be able to control the second (or third) channels. (3) Revise H.281 Video Source Capability to include a channel number (Figure 10/H.281) There is no contribution (yet) for this approach. This idea proposes specifying the channel number within the existing H.281 Video Source Capability for sources 6-15. The channel is transmitted in ASCII in the existing camera name. Backwards compatibility is provided since existing clients can decode this message. This idea allows existing H.281 clients to control the cameras for both video channels - it is the only current proposal which does this. The syntax of only one message in H.281 is slightly adjusted. The existing video source capability for these sources looks like this: 8 7 6 5 4 3 2 1 4-bits encoded Video Source Reserved Motion video Normal resolution still image Double resolution still image Up to 16 ASCII encoded characters All zeros octet Pan Tilt Zoom Focus Reserved The revision is to set the Reserved Bit if the Video Source is sending on a secondary video channel. If the reserved bit is set, the first character of the source name is a channel number (in ASCII), the second character is a space. The remaining 14 characters have the existing meaning. This is backwards compatible, since if the reserved bit is ignored the message can be decoded properly by existing receivers. An alternative is to leave the reserved bit alone - since use of these extended sources is rare, this might be sufficient. All three approaches share a common issue. H.323 and H.320 video channel numbering is not preserved end-to-end. Therefore, sometimes the user may discover that they are moving the camera for the "wrong" video stream. One solution is bind the channels to H.239 role labels, which are preserved. For instance, use channel 0 for main, channel 1 for presentation, and channel 2 for live.
