The scope of JCA-Cloud is coordination of the ITU-T cloud computing standardization work within ITU-T and coordination of the communication with standards development organizations and forums also working on Cloud Computing protocols and standards. I am pleased to inform you about the first meeting of JCA-Cloud that will take place on Monday, 6 February 2012 from 16:30 in Geneva, ITU headquarters (please check the monitors for a meeting room http://itu.int/events). Within OASIS, the Workshop is being organized jointly by the eGovernment Member Section and by the Emergency Interoperability Member Section. CAP allows an alert message to be disseminated consistently and simultaneously over many different warning systems, thus increasing alerting effectiveness while simplifying the task. CAP also facilitates the detection of emerging patterns in local warnings of various kinds, such as might indicate an undetected hazard or hostile act. Furthermore, CAP provides a template for effective alerting messages based on best practices identified in academic research and real-world experience. The CAP standard works well as a simple data transfer standard. It has been adopted by the ITU-T as Recommendation X.1303, and is recommended by the World Bank and other international agencies. The technical work regarding the CAP is being done very well in other forums, as was demonstrated at the WMO CAP Workshop in Geneva in April 2011, but there are policy issues that make it worthwhile to organize a Workshop addressing the "business" side of public alerting. In most countries, implementing the CAP raises significant issues of organizational jurisdiction, e.g. which department or ministry is responsible for what kind of alerts; how do the agencies responsible for weather coordinate their alerts with the agencies dealing with fires or with earthquakes; what happens in more federally organized countries where varied situations exist at the central level and at the level of constituent states/regions; what role do Environmental Authorities play and is the role consistent; how are global threats managed, e.g. cyber space, solar weather situations etc? Policy issues regarding coordination between or among local, regional and global jurisdictions are increasingly relevant. So the question has to be asked "What are the lessons that have been learnt and can we identify best practice?" <Workshop Goals> * To produce a vendor-neutral forum to identify and discuss the government policy aspects of alerting, and the challenges of emergency management; with respect to the CAP Standard that makes it possible for jurisdictions involved with these concerns, to exchange such information on the national, cross-border and global scales. * To foster growth and open communication in a community of like minded organizations that identify to the recognized need for interoperability between systems and countries. * To identify policy-related issues and resulting good practices that could be formalized using the OASIS processes. <Target Audience> Professionals responsible for developing, influencing and managing policy for alerting from public, private, academic and global institutional sectors should consider attending, including: policy-makers, CIOs, emergency managers, leaders, technical strategists working on the latest leading-edge developments, concepts, theory, and applications <Workshop Format> The workshop plans to limit attendance to about 80 individuals, with priority given to individuals or groups: * eager to participate in the workshop discussions * representing current implementations that have dealt with policy issues in their alerting systems * that are developing new systems and are wrestling with these issues * and/or that have alerting activities across international borders. The organizing committee will also provide a short list of common policy issues in advance to help participants consider their positions prior to arriving. To avoid any ambiguity and misunderstanding, "government policy" in the context of this workshop is taken to mean the following: "The course of direction or action taken by Ministers and/or Senior Officials in government organizations. The policy may be embodied in constitutions, legislative acts, and judicial decisions but equally could be just a published statement on for example a public sector website. The policy will generally set the direction from a business/operational perspective and will not detail the specifics of implementation or technical solutions."

You will find those there, as well. Note that the Questions meeting during this meeting are Q3, 5, 21, 22 and 25/16. Other Questions usually meeting during the same time will not be meeting this time. All Questions will meet at the next SG16 meeting at the end of April. As mentioned previously, I would like to try to utilize Google Docs to register documents. Logistic Information ^^^^^^^^^^^^^^^^^^^^^^^ The meeting will be hosted by ITU TSB at the ITU Headquarters in Geneva, Switzerland. Badges will be available in the registration desk at the entrance to the Montbrillant building to those that pre-registered for the meeting. Following the security measures implemented in ITU in August 2005, no one without a valid badge will be admitted into the facilities. 6. Early registration of your attendance is welcome and encouraged, but preferably before 10 February 2012 to facilitate the production of badges for all participants. People needing visa support letters (see below for requirements) should register as soon as possible. We would remind you that citizens of some countries are required to obtain a visa in order to enter and spend time in Switzerland. The visa must be requested and obtained from the office (embassy or consulate) representing Switzerland in your country or, if there is no such office in your country, from the one that is closest to the country of departure. If problems are encountered for ITU members, the ITU can, at the official request of the administration or company you represent, approach the competent Swiss authorities in order to facilitate delivery of the visa. Visa requests should be made by official letter from the administration or company you represent. This letter must specify your name and function, date of birth, passport number as well as the date of issue and expiry. The letter must be accompanied by a photocopy of your passport and a copy of the completed pre-registration form and must be sent to TSB, bearing the words "visa request", by fax (No.: +41 22 730 5853) or e-mail (tsbreg(a)itu.int). Please note that ITU needs at least one week to process all papers required for the delivery of a visa. 7. Hotel Room Reservation ^^^^^^^^^^^^^^^^^^^^^^^^^ Participants should contact the hotels directly regarding room availability and for making room bookings. However, they *MUST* use the ITU hotel registration form available from the ITU web site in order to be eligible for the special ITU rates. Hotels offering preferential room rates for participants of ITU meetings, instructions and the form are found at: <http://www.itu.int/travel/>. Note: the closest business-class hotel to the ITU buildings is the Intercontinental, and a more popular strategy is to obtain hotel accommodations downtown, e.g., near the Cornavin train & bus station (which is more centrally located than the ITU or the Intercontinental), from which buses run frequently to the vicinity of the ITU. Not all hotels are equipped with high-speed internet access, so participants may want to check with the hotel for the availability of this service. [itu-sg16] Cancellation of a joint Questions rapporteur meeting for Q2, 4, 12/16

Dear All Mr.Jeong and I sent out a reminder in late December 2011 to mention that there would be a joint Questions Rapporteur meeting for Q2,3,4,5,12,21,22,25. In the meeting reminder, we requested people to indicate whether they would attend the meeting and what contributions they would submit. Based on the feedback information we so far collected we can see there isn't necessity to include Q2,4,12 in this proposed in joint Questions rapporteur meeting due to lack of anticipated participation. Therefore, we'd like to announce the cancellation of the proposed joint Question rapporteur meeting for Q2,4,12. While we have sufficient participation to justify a joint Questions rapporteur meeting for Q3,5,21,22,25 during 20-24 February 2012 and we have already obtained the formal approval for this meeting from SG16 and a meeting notice will come out soon.
