To me, the document seems to be a database distribution protocol, rather
than a generic inter-gatekeeper communication protocol, or a specific
gateway location protocol.
It also appears, to me, very complex, but I don't come from a PSTN domain
with multiple numbering plans and all of the knowledge that I assume that
brings. I guess that your prior knowledge helps you to know what to do
with it all, and answers the questions that come to my mind.
Since you propose multiple routes, and these are probably not equivalent,
I expect a route selection process. Such a selection process must be
based on something. I would expect that to be either cost-based,
quality-based, or both.
It would also appear that the intention is for the database to be
gatekeeper resident. That thought prompts me to ask what memory burden
does that place on the gatekeeper? Also, if the information is dynamic,
what update rate and traffic burden?
Please pardon my naivety.

You mention LRQ and SETUP. Why not ARQ?
With multiple plans, how are they selected between?
Since many of the characters in your Domain Number alphabet are not
permitted in the e164 IE, such as "!", and "+", are they expected to be
present in the LRQ/SETUP, and where?
If, as I assume it is, the intent is to use the database for gateway
location, what will be the resolved address, how will the dynamic nature
of gateway availability be handled, and how will "line-hunt" be
handled?

Dear Mr. Toga:
I am glad to see that you agree with the concepts that I have provided in my
email. This is exactly what needs to be addressed in the ITU-T SG16 with
respect to H.323 inter-GK communications.
AT&T contribution is expected to be provided to the US State Dept as a part
of that process for the upcoming ITU-T SG16 Geneva meeting. I guess that you
would be almost certain what is going on from AT&T side.
For further clarifications, please see the email that I sent in response to
Mr Purvis comments. I hope that it will clarify.
Please make a note that we need to address the right solutions in the
context of the large H.323 network. Any short sighted solutions that do not
provide the right solutions will create confusions in the market. Let us
avoid this as far as practicable.
If you think that you can provide the solution for a very limited
environment "Non-hierarchical Inter-Gatekeeper Communications Between
(Administrative) Domains", my proposal does not limit that. You are
absolutely welcomed to do that. I doubt whether any progress has yet been
made by anyone to solve the problems for this environment as well (not to
speak about other models. Does anyone believe that the Non-hierarchical
model described so far is going to be solved right now?). People are only
providing some high-level stuffs with some figures that define some
boundaries. Is there any solution in sight for this hierarchical model?
Again, I request that Annex G should be addressed from the global
perspective as outlined in my email.
We will decide what problems can be addressed in a timely manner and whether
it makes any sense to release a subset of those models as a part of the
standard once we see how far progress has been made in all those areas as
described in my email.

No doubt this will be discussed in the next call, but...
With respect to the emails from Messrs Roy and Toga, can someone please
explain to me why inter-administrative-domain communication and inter-zonal
communication within an administrative domain require separate consideration?
Mr Roy's email appears to accept that when things come down to actual
messages (section 1.5), the same information requires communication. Given
that everybody appears to be agreed that the smallest possible administrative
domain is a single zone, and that nobody appears to want to exclude the
possibility of having some sort of hierachy, I fail to see why we need to do
any more than define communication between administrative domains and
remember that zones are degenerate administrative domains.
