[h323implementers] H323Plus 1.28.0 released

I'm happy to announce the release of H323Plus version 1.28.0.

- H323Plus now supports the H.323 standard up to version 8, which was approved in March 2022 - a few places have been fixed to avoid Y2K38 issues in timestamps - the H323Endpoint class now doesn't cap per call bandwidth any more - warnings regarding the H.460.23/.24 patent were removed since that patent has expired now - support for LibreSSL was improved - a few more smaller bugs were fixed
