Implementers Guide Edits

Attached is the updated text from the Implementers guide that incorporates the comments that I got back from the previous posting. Specifically it includes elements from Espen Skjaeran, Dave Walker and Karl Klaghofer.

Hi Jim,
Is there any good reason why docs cannot be distributed in a more cross-platform form such as PDF?
Some people use Linux these days you know:)

I am wondering whether you took care of the implementer's guide changes for Annex F systems (to be found in TD-11) from the Monterey meeting on the first pages. I found some hints to Annex F but I did not see those particular additions included.

I did not see TD-11 listed under the implementers guide section of the meeting report. I will look at it and add anything appropriate. Thanks for the reminders.

first of all, apologies for accidentally sending this request to the list (I got caught by the Reply-To: again).
The introductory part of TD-11 largely repeats what we were saying already back in Geneva last Fall; somehow, I never managed to draw people's attention to this in time.
