[sg16-avd] H.248 work items to be discussed at next week's SG16

Dear H.248 experts,

Q11/16 has a long list of H.248 work items that were carried over 
from the Q3/16 list of the previous study period. Since there was no 
progress or contributions on those for 2 years, I believe that it is 
time to remove them from the Q11/16 work programme. The work items 
are H.248.CLOUD, H.248.SHAPER, H.248.SIPREC, H.248.CodecSDPprofile, H 
Series Sup.Openflow, and H Series Sup.ALTC.

Please let me know ASAP if you think that we should keep some of 
those work items in the programme! SG16 is meeting from 19-29 March 
2019 and Q11/16 has 2 sessions on the afternoon of 26 March 2019.
