[itu-sg16] Regular Q13/16 e-meeting contribution: updated H.CONF.7

Dear Q13/16 Chairs and Experts,

Attached is an updated H.IPTV-CONF.7.
Clause 5.2 and ex Appendix II are modified according to the
result of last e-meeting.
Additions of text mainly refer to X.290-series as to "OSI Conformance
testing".

Revisions of CONF.7 are as follows:
