[itu-sg16] [T9&16IPTV] Details of Q13/16 Audio-meeting on CDER

Dear Kawamori-san, dear Zou, dear experts,

please find attached a revised version of the draft H.IPTV-CDER. Thank  
you to all of you who helped in drafting this recommendation.

For formal submission for the upcoming SG16 meeting, we may have to  
update the headers.

However, I consider the draft as an outcome of the telco and  
therefore, I hope Kawamori-san can submit the document.

In my opinion, the document requires one more read to ensure that we  
fulfill all formal issues to go for consent.

I also encourage people to think about some additions in the  
definition section.
