[itu-sg16] H.245 generic capability parameter

Dear H.245 generic capability experts,

TTC, Japan, is now updating H.323 system standards. One apparent 
question raised is about the generic capability parameter numbering 
in H.245. The parameter identifier value of Annex Q "Generic 
Capability for Nx64K Circuit Relay over IP" starts with 1, but that 
of other capabilities starts with 0. Does this matter? Or the 
numbering does not matter once given?
