Hi,
I assume the VC endpoints are room system appliances that do not have keyboard and you are using a separate PC for the netmeeting chat. Is this a point to point session or do you want the users to be able to chat in a side conference. If this is your scenario than using a Jabber (XMPP) based chat session will work. 
Currently Paul is talking about adding instant message to the VC user H.323 session for point to point calls or in the case of multipoint to use some bridge to do multi unicast to all users.
