Template for the Shenzen meeting document - correction

Dear Q.1 experts,

Following the update of the AVD document template for the upcoming 
Shenzhen Rapporteur meeting, I went ahead and adapted it for Q.1 
documents. This will allow consistent formatting across WP2 Questions.

The change to the template is intended to allow easier development of 
a Rapporteur meeting document into an SG16 Contribution or Temporary 
Document. Please feel free to download the template which I made
