Hello Viqar and Albrecht,

According to the strict scope of the current supplement Viqar's comments 
make sense. The issue is the mapping between the IEPS and priority 
indicators. However if the scope is broadened then we may need to 
consider how the emergency indicator is used. Maybe there needs to be 
some more text added to the scope to clarify the use.
