Gregory,
The question is general. You need an MCU which is a multipoint control unit
that serves as the conference bridge. You can have one MCU that everyone
will use or two MCUs one in Brussels and the other in San Diego. The MCUs
will be cascaded to have one conference. The cascading can be done using IP
or ISDN.
