How "mandatory" is the presence of G.711 in the Terminal Capability set

Suryavamsi,

They are the same protocol.  The IETF called it MEGACO after the name of the
working group and the ITU-T called it H.248, as they number all documents.

However, the protocol was jointly developed by both organizations.
