It also depends on what is being communicated.  If a Gatekeeper simply wants
to query another GK for address information, an LRQ may be used or Annex G.

Things such as bandwidth management between Zones, communication between
Alternate Gatekeepers, call routing logic that needs coordination between
GKs, etc., is all "unspecified".
