H.323 query

I'm new in the domain of H.323 and have a rather basic question.

In § 6.4 of H.323 it is stated that communication between gatekeepers is
done in an unspecified fashion. Does this mean that there is no standardised
protocol for this communication ?
If the answer is "indeed there is no protocol defined", is there any common
practice ?
