H.248 protocol stack

YouLing,

Megaco and H.248 are the same thing.  The folks from the IETF call the
protocol Megaco, after the name of the working group.  The ITU assigned
<LETTER>.<NUMBER> names to all documents, so it is called H.248 in the ITU.
