Binary Encoding of H.245 Related Properties given in Table C/H.248

H.248 Annex C.12 clearly mentions that only the OLC strucuture would be encoded
in the as the Value in TLV structure but what about the
H223LogicalChannelParameters or
H225LogicalChannelParameters or others mentioned in the table C.2/H.248

Is it that only the H225LogicalChannelParameters structure will be encoded or
the entire H.245 message "MultimediaSystemControlMessage"  has to be encoded.
