APC-1960 has been uploaded to the Picturetel site.  This
contribution proposes that SG 16 should create an SDL
representation of ITU-T Recommendation H.248 and presents
proposed initial text as the basis for future contribution.

Note that John Segers will represent this document during the
Rapporteur meeting.  This document is also being submitted as a
Lucent Technologies contribution to the SG 16 meeting, where I
will serve as the contact.
