FW: MEGACO errata

I looked back through my files.
It was set to 5 octets in TD33 that was submitted to SG16 in Geneva.
I've got a marked up version of TD-33a created 5 pm on 2/13 that still has
5 octets in it. TD-102 that was produced on 2/15/00 had it changed to 2
octets.
I could not find any contributions, delayed contributions or TDs that
suggested changing this value, so I can only assume it was added during the
discussions between 2/13 (Sun) and 2/15 (Tues).
