[Robustness] draft document for discussion

Attached is a draft for APC-1830 describing our alternative robustness
architectures, referring to the contributions of Motorola and RadVision
and more details of our shared-state solution.  Let's discuss this in
our call on Tues and I will modify before sending into the ftp site.
