On TD26 - Fast TCS and M/S negotiation in H.323v4

Paul,

I don't believe that this change was a fix to anything.  Attendees saw an
opportunity to start H.245 even earlier than was previously allowed and
decided to propose it.  It was merely a proposed improvement.
