1. This question is not relevant to my interpretation of the
   recommendation paragraph quoted by Frank.

2. I believe registration of multiple EPs using the same terminalAlias
   (or prefix in case of gateways) is outside of the scope of the
   recommendation. So what to do in this case depends on the
   implementation of the GK.

3. URQ contains this:

  endpointAlias SEQUENCE OF AliasAddress OPTIONAL,

  So I do not see a single reason why indicating E.164 would be
  required in your case.
