first draft of H.225.0 Annex G version 2

During the recent Geneva ITU-SG16 meeting, it was decided to start working
on version2 of H.225.0 Annex G.
The current goal is to determine version2 at the Nov, 2000 SG16 meeting.

For those of you who aren't aware of this - I have assumed the editorship
responsibility for H.225.0 Annex G (the editor
was Boaz Michaely).

Attached is a first draft of version 2.  It includes the following:

(1) Editorial corrections to version 1

(2) Integration of the following changes from the H.323 Implementers Guide
(pl-92.doc from Geneva):
