Charles,

H.323 doesn't care what the audio clock rate is. That's specific to the
audio encoding:

A.5.1/H.225.0v4: "The clock frequency is dependent on the format of data
carried as payload and is specified statically in the profile or payload
format specification that defines the format, or may be specified
dynamically for payload formats defined through non-RTP means."

A.12/H.225.0v4: "For each payload type defined, the profile must specify the
RTP timestamp clock rate to be used..."
