Upload of White Paper for Version 6 of H.245

Rich,

There is nothing in the latest version of H.245 relating to this. My
understanding is that we sent a liaison to SG8 identifying two possible
solutions to the problem, and gave them a deadline of 18 October (i.e. The
New Jersey meeting) for response. Hopefully the issue can be resolved in NJ
and the result included in H.245 V6 in February.
