Additional APC document registration

Given the large amount of work to be done to complete H.248 (and other
documents), we should probably consider having separate parallel sessions
for Q13 and Q14 as much as possible.  Of course, we should have a joint
session to discuss those areas that got moved from H.248 to H.323 (e.g.,
Section 6).
