question about MCU cascade

Dear All
 
I'd like to ask about MCU cascading.
for example, if MCU A is calling MCU B with conference goal(create)
and MCU A becomes an active MC according to the master/slave procedures,
which MCU is the masterMCU?
I think active MC(MCU A) should become the master MC. but according to
8.4.5 of H.323, inactive MC(MCU B) becomes the master MC.
Please , Let me know why.
