FW: IETF Device Control WG protocharter

This will be relevant in the Gateway decomposition audio conference. Note
that this charter is still being discussed in the IETF and the wording is
not yet final. The new WG will be in place in time to hold its first meeting
at the December IETF meeting in Orlando, the week of Dec 7, 1998.
