a problem about telephony gateway and gatekeeper

Hi
I'd like to deploy an environment as follows:

a telephony gateway, which converts PSTN phone calls to H.323 calls.
a gatekeeper, which is responsible for admission control and address
translation, etc.
If a user wants to use the gateway, he must pass the authentication,
such as an valid ID/password.

My problem is: is it possbile for the gatekeeper to do the
authentication with RAS channel or other H.323 messages?

It seems that admission control by the gatekeeper is for an H.323
endpoint, not for a 'user' of that endpoint.
So in the above gateway environment, the gateway is admitted to the
H.323 network, while the user might use a wrong ID/password to be
rejected to use the gateway.
Therefore it's not appropriate for the gatekeeper to do the
authentication job. Am I right?
