[h323plus] H323Plus 1.26.0 Released

H323plus v1.26.0 has been released. 

The source code for both h323plus v1.26.0 and PTLIB 2.12.8 is available from
both the h323plus and sourceforge website.

The API documentation link on the website has also been updated.
