[h323plus] h323plus on 64bit Windows

Hi Marcus,

Actually, 32bit or 64bit based on the ptlib<pwlib> project, if you can 
compiled ptlib under 64bit system(maybe you should set some build 
parameters), then your h323 project will be compiled to 64bit fit 
automatically.
