[h323plus] GNU Gatekeeper 2.3.0 is out

Hi,

I'm happy to announce the release of GNU Gatekeeper version 2.3.0.
The main new feature is the added support for H.460.18 and H.460.19
NAT/firewall traversal, but there are also a few other new features
plus the usual bug fixes (see below).
