[h323plus] MPEG4 Video Plugin

I haven't got around to doing the H.323 support for the MPEG4 plugin as yet.
You will need to review the H.245 Annex on how to add the support. As for
the H.264 you will need the very latest version of FFMPEG (not the same one
used for H.263).

  I have to write a MPEG4 plugin for h323.
  Can anyone advise how I should start with it?
  I have seen the mpeg4 plugin on opal. It uses lot of ffmpeg files which is
confusing me. I had tried to compile it but the plugin is giving linking
errors for ffmpeg calls.
