[h323plus] Video Codec Plugin Problem Continued

A good idea is to make sure the audio codecs are loaded. If they are then
there is a problem loading the video plugins. I have not experienced the
problem however having the most up to date video plugins most definitely
helps. The video code underwent a lot of design interations.
