[h323plus] [Openh323gk-developer] Visual Studio Express 2008

Good morning Simon,

I did the minimal Express 2008 install on a fresh XP:
While compiling ptts.cxx, Express 2008 couldn't find atlbase.h.

I think that MS bundles the TextToSpeech API, but not ATL and that
configure should check for the presence of both TextToSpeech and ATL
before enabling the feature.
