I believe most of the concern about having T.120 "mandated" in H.323 terminals (e.g., in the context of T.130) has been with regard to very lightweight terminals, such as simple standalone phones. I believe, though, that an H.323 device capable of T.140 text chatting, with a keyboard and display, is quite likely to have the resources to run T.120 as well. By the time you deal with all the protocol issues involved in making T.140 work reliably (particularly multipoint) directly on a TCP or UDP connection, you've practically recreated T.120 anyway, so you might as well use the data conferencing standard we've spent so much time creating and deploying. Therefore, Microsoft is in favor of standardizing T.140 over H.323 only within the context of T.120, and not directly on a simple IP connection.

A TD has been delivered to the ITU today, describing alternate strategies for standardisation of text conversation protocols. It is the same issue that has been up for discussion many times last year - can we rely on T.120 as the base for data comms in multimedia or do we need to produce environment specific protocols.

I hope we can assign a time slot for example during the joint sessions on Friday to reach a conclusion on this issue.
