So let me ask Frank's question this way: If a E.164 address is assigned and I want to unregister only few of my Call Signalling addresses, do I have to unregister my E.164(assigned one) also?

IMO, the sentence means "The E.164 address, if assigned [dynamically by the GK during registration procedure], is required".

1. This question is not relevant to my interpretation of the recommendation paragraph quoted by Frank.
2. I believe registration of multiple EPs using the same terminalAlias (or prefix in case of gateways) is outside of the scope of the recommendation. So what to do in this case depends on the implementation of the GK.
3. URQ contains this:
endpointAlias SEQUENCE OF AliasAddress OPTIONAL,
So I do not see a single reason why indicating E.164 would be required in your case.
