FYI: ITU Council at its 2006 session decided: 1 to allow free online access to ITU-T Recommendations to Member States, Sector Members, and Associates, from all Sectors, as of 1 January 2007 for a trial period from 1 January 2007 to Council-07, 2 to instruct the Secretariat to study methods and implement them to allow free online access to ITU-T Recommendations to universities, research institutions and centres of excellence for a trial period from 1 January 2007 to Council-07, 3 to allow public free online access to the Portable Document Format (pdf) versions of published ITU-T Recommendations for a trial period from 1 January 2007 to Council-07, 4 to instruct the Secretary-General to report to Council-07 regarding decides 1, 2 and 3 above and the actual impact on revenues and costs and on means for balancing this.

NB: "Council-07" is planned for September 2007.
