I would agree that it should be the 1998 version (not that it matters since we are not using Q.931 in the first place, but our own "interpretation" of it).
Are we even allowed to refer to "superceded" versions of a Recommendation?

I guess that I misunderstood what you were saying. I agree that your proposed solution is the only practical one at this time.
As to Q.932, etc. I think that it would be best to keep all references to the versions in v2 for the same reason as for Q.931.
