I absolutely agree with you. However, sometimes the ideal and reality don't always go hand in hand. In defence of the people that put their time and effort into writing this section, the options were to take a section of text that looked correct to them and was intelligible, or miss it out of version 2. I don't think it would of helped anybody to remove fast start from version 2.
Also, the ITU meetings are fairly open. If you don't like the way it's working come along and offer to edit text. The people that do it are just your basic engineer from the vendor community. (Some very basic!!!) They're not claiming to be great legal minds, or great linguists. There just prepared to step up to the plate when needed.
