The Decided version of the Implementors Guide for H.323 version 1 is on the avc sites in the 9703_GEN/TD42_plen.doc.
Note that the name as 'Implementers Guide' is somewhat a misnomer. It does not really have guidlines or hints concerning easy ways to implement H.323. It is an ITU document that records errors and inconstencies to the Decided text; to be incorporated at the next revision.
