APC-1839 Uploaded

APC-1839, "Draft H.323 Annex I," has been uploaded. Sorry this is late. It is really just a rough outline with some text taken from the TOR. My hope is that we can flesh this out a bit in Osaka and present it again at the end of the meeting -- if there is time.

Also, I am withdrawing APC-1838, "H.323 Annex I Terms of Reference." I thought there was some new text that had not been reviewed, but I was mistaken. The TOR from the end of the Red Bank meeting is still current.
