No such mailing list exists as you can verify at

I would suggest to use itu-sg16@lists.packetizer.com since this is the most populated and open mailing list for the WP2/16 works.

In general, you can find the mailing list information in Annex E to TD 442R1/Plen, a document for the SG16 meeting in April-May 2008.
