Apparently this is not addressed in H.225.0, so I suppose there is the possibility of interoperability problems with it. However, from talking with Mr. Toga, it became obvious that there is really no need to pack RAS messages, because they consume such a tiny amount of bandwidth. Ammortizing packet overhead across the few messages that are exchanged is just not worth the trouble.
