[itu-sg16] Audioconference document availability in SG 16 IFA

This is to let you know that I have uploaded all documents circulated on the reflector for the two branches of Q13/16 electronic meetings (AM & Interoperability/MAFR) since July 2010 till now. This is to keep a permanent record of the discussions.
