For the reasons Dr. Okubo cited, Martin's two-stage procedure is probably better for the purpose.

I've administered the Megaco list on three systems now: majordomo, listserv, and mailman.  Of them all, only mailman allows me to specify spam filters, to a limited extent.  I have to be extremely careful, because IETF rules really do not permit any hint of moderation of true list discussion.  However, it's amazing how effective a simple rule like: "Hold messages without a specific addressee" can be.

There is also another way to limit posting to the list that does not involve
the two-step process. The list can be limited so that only those registered
for the list can post to it. I know that is a feature of majordomo that I
use for some of my lists.
