[H460.9] - Update on status of RTCP Reporting Extensions

Attached is the -04 draft of the RTCP Reporting Extensions draft (now abbreviated to RTCP XR). At the recent IETF meeting there was only one minor change to the VoIP metrics section, which now defines jitter buffer size in mS rather than frames. This draft is going for last call, after which it will go into the RFC "queue".

I have updated the proposed text for the Annex to H.460.9 with the minor edit related to jitter buffer size.
