ITU-T SG11 has delivered this Liaison statement to me and wanted to make sure that it was reviewed during the next Rapporteur's meeting. [...] Can you make this available as an APC for the November meeting or should I send this to the TSB for the SG16 meeting?

I do not think you need to forward it to TSB, SG11 group should have done so if they think it to be considered by the SG16 meeting.
