a few additional editorial changes to H.323

I have placed in the incoming directory at the gcl site a short paper (TD) that contains a couple of additional clarifications to H.323 that I thought were important.

Please note also that a much longer and somewhat modified H.225.0 changes document has been placed there as well.

These docs will be applied to the previously issued white versions to create the final recommendation.
